Firstly, this paper provided a brief introduction to the concepts of Positioning, Navigation and Timing (PNT) Resilient, proposed that fundamental premise for building resilient PNT system is identify diverse needs users in terms accuracy, availability, continuity, other indicators across different typical scenarios. Subsequently, it analyzed user requirements various scenarios, including aviation routes, maritime navigation, agricultural surveying, train control, vehicle emergency response, environments such as near-earth, urban, jungle, indoor, underwater environments. The analysis took into account factors integrity, terminal cost, form PNT. Based on analysis, summarized systems presenting comprehensive table requirements.
